couple of things you could check,
Self adjusters ( the small wheel thing at the bottom of the brake shoes) make sure it isn't frozen.
E-brake cable ( make sure that it moves freely inside its casing).
and hardware( was it reassembled correctly?)
When the brakes were changed did you get new brake shoes? (adjustment) - if not, did brake fluid get spilled on the old shoes. (brake fluid will cause the shoes to swell up).
Any hardware get left loose in the drum that will cause the excessive friction that is causing the heat ( will also ruin the shoes and the drum)
and last but not least is the new brake cylinder sticking ? ( take the drum off and slowly push down slightly on the pedal and watch for the brakes to expand and then ( important) contract.

You probably exercised the E-brake and thinking that you released it, it stayed in the locked position. You could take a hammer on the back side of the drum and hit it in certain spots to release it but, I would take the drum off to inspect it to see if it was the problem. Alot of cases these days is that people don't exercise the E-brake as often as they should and thus becomes weather beaten. Sometimes the drums need to be turned at a part store. If the breaks are new then, it could be that the pads are creating a friction on the innerside of the drum. In any case, have the drums turned and you may need a new E-brake cable.

Assuming you meant that you replaced the "Brake shoes" and retention springs after you noticed the heat, and only one side is getting hot, I would try backing up and applying the brakes to activate the automatic tensioners. Also, did you replace both sides with new shoes and springs? If not, that may cause the problem due to the new shoes being much thicker than the old ones.

sounds like the brake shoes are binding on the drum, id jack the wheel off the floor and see if the wheel spins freely or if the brakes are partially stuck on and not releasing the shoe

Brake adjusted too tight. The auto adjuster is worn out. You can get new ones at the parts store.

it sounds like your shoes are adjusted out too far, try loosening them, if this ain't it', your cylinder might be bad and not retracting and keeping your shoes pushed out against the drum, either way you do need to fix this or you could have a fire if it gets too hot.

i would say the parking brake cable on that side is stuck or the self adjuster is backwards.it could be adjusting while your going forwards,instead of backwards.
