My landlord just handed up a bullitin that says we are no longer allowed to hang laundry to dry on our balconys because it doesn't look nice.

This is no where in the agreement I signed.

I just bought a drying rack for this very purpose as I love to have the sun dry my clothes instead of paying $2 for a dryer that doesn't work well.

Can she change the rules like that?

This is in BC Canada btw

She can change the rules, but you don't have to follow them, unless your province is all on the landlord's side.
Check on renters rights in your area.
Is there a clause in your agreement that specifically allows her to change certain requirements?

Only with the approval of the tennants. If not then the landlord would have to have you sign an agreement or give a 3-day or quit notice, which is only a threat anyways....

In the US yes they can. It has to do with the exterior of the building which you do not own. You are merely a renter of their property and they want to keep it looking nice and items hanging around the building make it an eyesore. I would double check your local laws and the language in your lease because I'm certain somewhere it does explain the rules of the exterior of the building.

I don't think its binding if its not in the contract you signed with her. BUT things may be different where you are...
