I wanted to put it on my clothes that i design like on my blazer??And where could i get a navy blue girls blazer

First of all...

Making your own badge:
You could go to any arts and craft store, and ask for badge/pin making kits. They come with the little pins to attach to these flat pieces that you can decorate/glue things on etc.

A navy blue girls blazer:
Found in most preppy-ish shops like Smart Set, Le Chateau, Dynamite, etc.

Or, you can go to the boys department in most department stores, and use little boys blue blazers. They may be a little short in the arms, like 3/4 sleeve or shorter in the front, but they fit pretty well and are way cheaper...
