No, they never said what was on the tape... at least not more than we already knew, that it was the president's brother talking to someone. They did say that they can't use it in court though because there is no day/time stamp as to when the conversation took place, therefor not proving anything.
There is something else on it though (which they didn't mention exactly what it is) that they can use to blackmail the president into giving a presidential pardon.

All we know is that it's a tape of Terence Steadman speaking after his supposed death. We don't find out til next week what he's actually saying.
