if you mean REALLY cheap, go to a department or electronics store for a Sharp Wizard. They can manage personal information (Address book, notes, to-do's, appointments, etc.) and sync with outlook, and cost $20-$40

If you want to load programs on your PDA, the cheapest option would be a Palm Z22 ($99), or, if you have a GIGANTIC electronics store (like Fry's Electronics, not the grocery store) nearby, they occasionally get refurbished Palms. ANY palm will manage personal information and sync with your computer. Note that some older palms require a serial port to sync.
