By most codes if the outlet is in the kitchen, bathroom, garage or basement it should be a GFI outlet. Six foot is the length of most cords and the outlet should be out of reach of the cord.

Some of theses answers are correct, however if you have an outlet that is within 6 ft of a sink but is used primarily for a large normally not portable appliance such as a freezer or refridgerator or range or "not easily accessible" then it does not need to be GFCI protected. The reason for this is you do not want to unload a freezer full of food to reset the GFCI should it trip. However the code does require GFCI's to used when installed within 6 ft of any "grounded" surface so just because your sink is more that
6 ft from an outlet, if there happened to be a receptacle close to a large metal object such as a heating oil tank or water storage tank that is bolted to a concrete floor , it should be a GFCI.
