You may be thinking of a celocanthe. They have fins on stalks that almost look like legs

It sounds like an axolotl. These are very interesting creatures as they remain as juvenile salamanders for the majority of their lives. They only mature if their habitats become dried out if i remember right. And just for the record they are not hard to keep, no harder than your average goldfish. Only problem (if it is a problem) is that it is an amphibian not a fish. Mind you so is a tadpole and a frog.
Replies to other suggestions: Coelacanth is a fish with legs thought to be extinct until they 'discovered' one off the coast of South Africa. I say 'discovered' because there was a big hoo-ha in the scientific community when rumours of it started to appear and so some scientists went looking for it. As usual they went searching high and low showing local people photographs of it and eventually some people said, 'Oh that! We catch loads of them when we are fishing.' It does walk on its lower fins but as far as I know no one has actually kept one since they are deep sea creatures.
Mud skippers: fish that use their lower fins for walking from one muddy pool to another. Again I don't know of any aquarium keeping them.
Mermaid: would this be considered a mammal or a fish? Perhaps a mammish or a fammal? Good answer, one major problem- mermaids have no legs they have tails!

There's a few things it could be... axolotl (or commonly known as mexican walking fish), mud skipper or salamander. Mud skippers are quite distinct from the other two.. but baby salamanders can look abit like axolotls. Salamander and mud skippers are capable of being on "dry" land but axolotls are purely an aquatic creature. Hope this helps.

It could be a mud skipper,but i doubt that,there is a fish called a rhinogobious wui,honestly,anyway its a white cheek gobie,they kind of look like they have legs because they stand on their fins if you like,they actually look like a little mudskipper,check the web,there is a few articles about them.

well it could just be a tadpole that hasnt fully developed yet - hence the name tadpole, but i thort of the axolotl thingymajig, cept im also thinking that i heard sumwhere it is very hard to keep them alive in captivity. wateva it ends up being - it sounds pretty darn awsum! :)

There are fish with adapted front fins for walking on the sea bed.
However, I don't think they have been bred in captivity.
