An unemployed can have a credit card from all the banks/NBFCs issuing credit cards in India PROVIDED a primary card holder of any such bank/NBFC consents to have you as a supplementary / add-on card holder. These kind of consents are generally given by people in close relations in whom they have faith in respect of financial transactions.

Why do you imagin an un employed person is without any income? For any credit card income proof is required. If you have income from family assets such as rent, shares then you are eligible for a credit card.
30% interst is only if you default on payment on the due date. As long as you settle you account statements before the pay by date you pay nothing extra while your deposit earns 8% p.a

There is a limit for joke. As an unemployed you are not earning anything. First do some job or do some business and earn money and to spend opt for cards. Regarding Union Bank they are giving cards against the security deposit. You can get interest 8% whereas they will charge 30% for your spending
