if you are looking for water turtles try: yellow bellied or red eared slider ((i have BOTH, living 2gether and they are great))

they r cheap and yes u can let roam outside (thats a reeeeealy good idea bcuz they need natural sunlight) while supervised

I hate to say it, but no turtle meets your needs.

Few of us have houses with conditions that are good for turtle to just roam around. Water turtles want to be in water, and land turtles usually want higher temps and either much more or much less humidity.

Combine this with drafts that usually give turtles a cold, and the fact that dogs seem to really, really like chewing on turtles (they seem to think they are animated chew toys!) and the fact that it is stressful for a turtle to be moved in and out of its home (to take it outside all the time, or let it 'explore') and this is generally a bad idea.

However- if you want a good pet turtle that can do well for the average beginner, try this article: http://www.austinsturtlepage.com/Articles/firstturtle.htm

If you want an aquatic turle get a red eared slider, but it sounds more like you want a tortise, try a box turtle, they can get away but they don't move that fast so if you keep an eye on him he won't get far, they are easy to csre for and a fun pet
