Wooden toy trains from the Maple Landmark Company
The toy trains are completely modular. You can buy additional track, additional cars, etc. which keep the toy 'fresh'. At 2 1/2 my niece and her little friends would play for 2 hours or more with their trains at a single stretch and sometimes played with their trains upwards of 5 hours per day.

Mine kids loved all kind of lacing sets. At this age it is to soon for any pretend toys, but toddlers love to practice their skills, especially motor ones. Cheek these toys out: http://www.1888toys.com/index.asp?PageAction=VIEWPROD&ProdID=1851

my cousin is 3 but earlier this year she liked the tickle me elmo doll the best. she also plays with her kitchen and tea set a lot as well as her pirate costume. She puts this fake eye patch on and has a sword.

Giant Legos (made for toddlers--NOT the little Legos!)
They can build any number of things with them, so kids stay occupied as long as their imaginations remain active.

Trust me when I say this as silly as it may sound.
A large cardboard box and crayons. Hours of fun!
Guaranteed! She will sit in it, color on it, and play pretend.
