The matter in the universe was made from the radiation of the big bang. Matter can be made by crashing two gamma rays together. Their energy combined is enough to create a new particle. However, the gamma rays can only be made by turning the same amount of matter into energy so the net effect is no new matter is made - it is just change from matter into energy and energy back into the same amount of matter.
