My head hurts.
If you think you are being followed, call the police and tell them you are being stalked. Don't write them a letter.

I think maybe you need to figure out who would be dumb enough to track you in the first place. Were you the one to tell Britney Spears to shave her head? Did you advise Hilary Clinton to demand an apology from Barak Obama for a statement he didn't even make? If so, you are being followed so no one else takes your bad advice. Otherwise, you need to get off the crystal meth.

It depends on who it is. Rental Car agencies, or company vehicles typcially can put tracking devices on the vehicle, since the vehicle does belong to them. If it is your personal car, then I am sure it falls under invasion of privacy.

Your spelling should be against the law, OMG please use the spell checker. I couldn't possibly see why someone would want you followed.
