No, although OSHA (if this is the US) does require that the environment be safe. However, unless you're being asked to work in sub-zero, that's unlikely to be the case.

No there isn't. If it is too hot or too cold and you are becoming ill because of it you might want to discuss
your concerns with who ever controls the thermostat.
You can always try dressing according to the temperature
in the office. Perhaps if you were to bring this to light in
a professional manner the temp could be regulated a
little better.

People work in refrigerated rooms, next to furnaces, in the rain/sleet/snow, and in places so disgusting I can't even describe them here. Three words for ya: Coat or Fan.
