can anyone tell me how i file a complaint against a doctor specifically for the toronto, ontario area......

I too have been messed around, up, and down by docs in TO. I hope you are heard and your matter gets settled.

Canada must have an association like the American Medical Association.
If you are insured, you insurance company that checks the MD's credentials should be able to assist.
