If you're talking about having TNA stars vs. WWE stars, no. There's too much competition between companies now for it to happen. The last time it worked was when I believe it was WCW went overseas and had an event with New Japan(?), but those two aren't even close to being in the same market, and it was back in the mid-late 80s/early 90s.
If you're talking about Raw and Impact being shown in the same timeslot, it was done when Raw was pre-empted in the U.S. for the dog show.

No and no. WWE and TNA are owned by 2 different people. WWE and ECW is owned by one person.
