Yes.
Via a properly configured VPN connection ( with remote desktop enabled) & a wake on lan (may be necessary) enabled on the remote PC you will be able to access the BIOS.
It is done by network adminstrators all over the world all the time....not rocket science.

No.
The bios is the most basic part of the computer. There are some programs like ASUS's update program that allow you to flash and update the bios while in a windows environment. But there is no way to get into the bios and edit it while you are on the computer.

Assuming you mean to view/change settings for BIOS of the PC, then the answer is No. You can only change your BIOS settings prior to booting the machine.
