how did got make animals like whales.

Whales can be larger than dinosaurs because they are totally in the water where the water and the whale's natural buoyancy allow it to grow bigger. I'm sure you've seen pictures of beached whales where they are getting crushed by their own weight when the are partially out of the water. That's why dinosaurs did not grow as big because after a certain size they would be crushed by their own weight.

Whales can be larger than dinosaurs because they do not have to support their full weight -- the ocean supports their weight for them, so they can grow larger than land animals.

Not EVEN gonna try to answer that second part, sorry!
