Any police force, technically is fascist in it's action.
It enforces the will of the government regardless of right or wrong implementation of the laws that service enforces.
I think most people think of the dreaded knock on the door in the middle of the night and people disappearing without trace should they speak out against the government or ruling body.
I would suggest the book 'The Nazis, a warning from history' by Laurence Rees. There is an interesting part regarding how the people themselves enforced the laws,often with more malice than genuine good citizenship.

The term Nazi police state refers to the state of Germany before and during world war 2. During this time all people had to agree with the agenda of the government or either be jailed or killed. Books that were contrary to what the government taught were burned and people could not practice the religion of their choice.

Why, yes I can. The Nazi party was formed in the early 1930's in Germany by Hienrich Himmler and Adolph Hitler; it was known as the Nationalist Party and is directly associated with the Swastika.
The Nationalist party was made up of several different branches like our Government is, yet, they were governed by a different standard of polictics than our Democracy. The Nationalist Party had the Administrative branch, the Political branch and the protective armed branch known as the WAFFEN SS or the Algemien SS; SS meaning "Shutstaffel" or "protection force" and Waffen meaning "Armed SS" or the military branch.
Your reference to Police state may be leaning towards the "Gestapo", the typical leather clad interrogator we see in the movies.
The Gestapo was the Nazi secret Police. The had a huge amount of power under Adolph Hitlers direction; in effect, they pretty much did what they pleased so long as it was within Hitlers policies or given directives, yes, they could shoot whom they wished and search any residence they wished and so forth.
General policy of Hitler (the third Riech) was to enforce cleansing law (locate and deal with jews) and other areas deemd a threat to the Reich as the Reich felt Jews were inferior as a race; a point made by Himmler was that Jews be treated humanely as any Good German would treat their injured Dog, shoot them. This mindset amoung ardent Nazi's simply meant they did not intend on being "mean" to Jews, they just dealt with them as a slab of meat and in Nazi Terms, were not cruel. Ghastly Chaps...
The Waffen-SS on the other Hand is often Given a bad name; however, the Waffen SS were front line military soldiers not unlike our own, they were not responsible for the Death Camps as this issue was under the Algeimine SS and Himmler himself, yet, after WW2 all the SS were deemed war criminals as "one and the same" as the victors of course write the history. Waffen SS soldiers were stripped of any entitlements under the articals of war and many were located and shot by U.S. and Soviet Troops; yet, in War the Waffen also recipricated and shot U.S. and Soviet Prisoners of war. It was fair trade as the war went.
In 2007 we have the luxury of examining history (as it was written) and see how things went in WW2; during WW2 the average German was as loyal to Germany as Americans are to America, Hitler was not initially seen as a thug but as a German Hero; hitler gave Germany back the Sedeten Lands taken by Germany's loose of WW1;,
most Germans knew little of Death Camps and post war were forced to tour them and clean up the mess of dead bodies, an education for anyone.
War should be a last solution to anything.

i think Illinois has Nazis for police, they can pull you over for anything they want because everything is illegal there. Even if you aren't doing something wrong they will find something to give you ticket for anyway.
