Usually, when there's good moisture at the surface, it will cause the air to saturate, forcig the storms thaat do develop to become surface based since they condensate so quickly and lower faster. Thus, this will give the storm a better chance of releasing out all of it's dynamics (damaging winds, hail, torrential rains). However, this moisture in the ground mixes with the cool, dry air from the storm and turns inside the storm and eventually will form a rotation inside of it. Once the rotation becomes more organized, tornadoes begin to develop.

I wouldn't worry too much about extra tornadoes from ground moisture. I think the big concern with that would be oversaturation. If the ground has already soaked in as much water as possible and then a storm comes by and dumps more water on that, you're going to have a serious flash flooding problem.
Or, say there has been no ground moisture for quite some time and it's extremely dry-a drought. If a large storm system comes up in these conditions and puts many inches of rain on the ground in a short amount of time, the dry ground will not soak that up quickly enough and it causes major, catastrophic flooding. This happened here in Texas on a couple of recent occasions. The aftermath from each flood was horrible.

Ground moisture evaporates leading to higher levels of atmospheric moisture, especially over the great plains. i dont know if there is a direct coorolation to tornadoes occuring over moist ground or dry ground since given the right atmoshperic conditions it will happen over both
