If Saddam was still in power then presumably that would mean the US and allies hadn't gone to war or had failed in their objective to topple him.
There would be a possibility of another Iran-Iraq war, Saddam being scared of Iran, and the situation being exploited by Western arms dealers, possibly provoking a nuclear arms race between the two.
At some point people might have tried to overthrow Saddam from within, or he could have died or become too frail to continue in office: cue civil war.
In other words it's a purely hypothetical question, and as far as I see the situation in the Gulf is so volatile (in no small part due to Western interference) that people (i.e. mostly those living in in the Gulf) would have suffered and died whatever happened.

We'd have a lot less dead Iraqis, a lot less dead US soldiers, a more stable Middle East, and a lot less terrorists. This war has been the biggest recruiting tool for terrorists in the last 20 years.

I would think that we would have even more dead troops, and that there would have been more acts of terror and violence aimed at Americans.
