You didn't specify what kind of food you want, but the easy answer is fast food. Every hotel, on or off Strip, has a little fast food court which will offer pizza, burgers, sandwiches, etc. Better food can be found at the 24 hr coffeeshops, which every hotel also has. These are low to moderately priced. There are a few low-priced buffets left: Main Street Station Casino downtown is the best value there, and Sahara's buffet is cheap and decent on the Strip. You can see prices and ratings for buffets at:
http://www.lasvegasadvisor.com/buffets.cfm
As for actual restaurants...I can only say that Denny's on the Strip or the various Mexican restaurants at casinos are the only low-priced possibilities. Las Vegas is expensive and doesn't cater to us non-rich types. Check for choices by hotel at:

The cheapest places to eat depend on the time of day you eat. Vegas (and by that I mean the strip) is famous for early bird specials or late night meals. You can score ham and eggs, steak and eggs, and even prime rib for under $5 at selected restaurants.
The restuarants on the strip are typically very expensive.
I would suggest:
TGIF
Red Robin
McDonalds
24 hour cafe's located in each casino (all but the Bellagio, of course)
Johnny Rockets
Stage Deli

No right answer. If have points casinos cheapest especially after 11 PM when the late night specials kick in. Sams Town has good specials in thh Fresh Harvest Cafe 24 hrs a day + has a McDonalds. Strip expensive & not worth it all over.

Small off the strip casinos. Most buffets Sams town as a good one. Casinos that locals go to. There are alot of restrants here that are cheaper than the strip.

The Monte Carlo has a McDonalds in it, I ate there for breakfest and lunch. Saved money so could go out for nice dinners, and drink more, and gamble more.
