blockage in penis? (urologist would be great help)?

For 2 years i have had what seems a bloackage under the skin of my shaft, mainly like near the viens, it hurts to touch if pressed on harder, i can urinate and ahcieve erections but it feels like when i urinate that theres a certain blockage, even when i ejaculate, when i press it i can feel the irtation up my penis, its like a blockage feeling, im worried that theres something wrong, ive been to doctors 3 times now and they say its fine but wont explain to me why it is, its worrying me

also to mention it seems that the bumps are near the pvc muscle at the bottom

apply warm packs every few hours for a few days, see a urologist if these bumps persist. consider emperic antibiotic course (a blind shot), good luck
