do not turn your people into extrinsic thinkers... you need to show them that the pyilosophy of your buisness needs to be adressed and this is done by turning the technical skills of the job upon yourself and put it to work ,,,show them how to do what your target requires ..show them the meat make them absorb the fact that they must meet custumer demands or they will be replaced...

Tie their rewards to their annual review - cafeteria style.
People are motivated by different things. Some need a title, others more visibility/recognition, others something office/cube space, others extra day/afternoon off - me myself, I'm solely money motivated so I'm easy!
Each person should participate in creating a quarterly goal statement as part of the annual review. The employee and manager should meet quarterly to manage the expectations and progress and set the goals for the next quarter. At the annual review, raise & bonus could be tied objectively to the quarterly goal acheivement.
The employees set their own goals (as agreed to by their managers) which could include more education, a different role on a project, more on time in the morning, etc. Each goal should be quantifyable - such as "by the end of this quarter..." "be 50% less tardy" vs. "won't be late anymore", "serve as project manager on 1 project", "earn a B or better on 1 class", "present 1 process oriented presentation to a senior staff meeting".
At staff meetings, should also be able to do "on the spot" rewards of movie tickets - would be great if CEO could be the one saying "thanks for the extra effort - it pays to work hard - the hard work comes back to you".

You need to examine the function that occurs between the workers and their direct supervisor. That's where the problem is. That's where the problem always is. The mettle and caliber of the "orchestral" conductor determines the productivity levels of workers. That person must be consummately artistic in application and expression of the entire human compendium of behavioral sciences as well as have the mature spirit and gusto and character to positively comprehend the "big picture" of the milieu as kind of a living organism. Most business managers, though, are neither such artists nor are they aware of the value of that immediate supervisor until it's too late. It is unwise to place weak links in that position.
