If there is a return address on the envelope, it is returned to you for insufficient postage. Occasionally I have received a letter someone has sent to me and owed a few cents postage.
If there is no return address, it gets a permanent home in the dead letter file.

If you put insufficient postage on a letter/package, the post office will either return it OR will return in postage due.
Part of the decision making is based on where the sender/recipient are in relation to the post office.

they will sent the package back if its a small stamp on a big package however if it was a small package with two many stamps it wouldn't matter as much
