I am looking for a girl who was born on Feb. 27, 1990 at Athens Regional Hospital in Athens GA. She was 5lbs 2oz and 17 3/4 in long at birth. She would be 17 today. Her name on my copy of the birth certificate was Amber Michelle. I know her name was changed after the adoption. If anyone out there has any information about this girl please let me know.

You can probably figure this out yourself.
Call the hospital. Birth records are public domain (at least in most countries, state, counties). You probably can't get a copy, but you probably can get access to see only the records.
Find out if they microfiched or e imaged records still in archives, if not find out where births are archived in their government.
If you get the birth name, research the court records, and see name changes. It is invaluable to try to get info on date of name change, or who does it, in helping to find files.
Lot's of court records are online and searchable now.
Census polls might help too.
With this info, you should be able to target info.
Now having said all this, if court sealed records, your screwed.
Best chance is placing ad in local papers, where she was born and where you might think she is.
Put in personal section and reward for info ( valid info ) helps...
Also, if your related somehow, it sometimes make things a little easier legally even if records were sealed. Depending on how you play your cards.
