I'm 2 days short of being a Taurus. He's been very on again off again in the relationship, he doesn't seem to know what he wants to do with himself. He broke off our engagment 2 day after valentines but he's broken up with me twice before but he always comes crawling back. Is that typical behaviour?

From past experience, aquarius is not the best match. It sounds like your birthday and mine are almost on the same day. Mine is the 18th of April. To me, the perfect match is a Leo. Especially August 11th.
