Julius Ceasar would be my choice.
Not only was he a brilliant General but he was well loved by both the troops and the populace if Rome.
As a senator he was responsible for upgrading the water and waste systems and other infrastructure projects.

It's a tough choice between two:
Galba, who succeeded Nero and was literally Shanghaied by the Praetorian Guard. He was feeble minded and drooled a lot-----also needed someone to explain the simplest things to hi,.
or Romulus Augustulus, the last Roman Emperor, mockingly titled as the heir of Romulus (one of Rome's legendary founders) and Augustus (first emperor--Augustulus being a diminutive form of the name)
He presided over an "Empire" consisting of Rome itself and some surrounding territory and ended his "rule" in 476 A.D., when Rome was taken.

Marcus Aurelius was the best administrator and a well loved emperor. Unfortunately his son Commodus was a fool.

I'm a sucker for Claudius. The idea of being the family nobody, picked on for years, and then becoming emperor appeals to me. Of course, the being murdered part is less appealing, but he made it to the top.

I would have to say Marcus Aurelius. I'm currently reading his book "The Meditations" and it's giving me a whole new look at his character. It's too bad he was stuck with that awful son, Commodus.
