The Addams Family began as a comic in the 1930s. The Munsters began in 1964.
Edit: In terms of the television series, The Addams Family actually preceded The Munsters by literally 6 days.

I hope I'm right to assume you mean which was first as a TV series? Not much in it, but The Addams Family JUST got in there first! In 1964, the ABC-TV network created a television series based on the characters in Addams' New Yorker cartoons. The 30 minute series was shot in black-and-white and was aired for two seasons in 64 installments (SEPTEMBER 18th, 1964 – September 2nd, 1966). The Munsters first episode was aired on SEPTEMBER 24th, 1964, and was called Munster Masquerade
