Typically, a freelancer "pitches" an idea for an article to one or more magazines according to set guidelines they usually post on their website. In most cases, he/she doesn't complete the article until he has a reply from an interested magazine with any additional guidelines on style, length, graphics, etc..
The topic can be on anything, but obviously, the topic will drive which magazines the freelancers approaches with the idea. It's good to know what the magazine has published in the past. Smart freelancers get to know what their target magazine's audience likes and slant the article based on that knowledge
Some magazines actually don't pay anything. In such cases, the motivation for the writer is to get his works seen and build his portfolio. It also might be because getting published in a particular magazine is prestigious. Beyond that, the pay varies widely...from say $50 an article to $1000 an article, with a median being around $200-300.
