Despite their aquatic nature, water frogs are stil frogs, and they breathe air. They will swim to the surface of the water (or rest on a plant) when they need to breathe. They do not have gills, so cannot breathe underwater.

yes, amphibians can breathe both in air and water, not especially well in water, but they can hold their breath very good.
