Because that's what fish two. When you have a group of fish, you ideally want to have a large group, like at least 4 fish. If you only have two or three fish, the weakest / smallest one tends to get singled out to be picked on and bullied by the stronger fish. Sometimes the bigger fish get bored and the little one survives, but oftentimes the little one is attacked and stressed until it dies.
Your choices would be to either get a separater for the tank, to get a new tank for the little fish or to give him away, or, if your tank is big enough, to get a group of young fish his size to spread out the bullying.
You might also want to look at other possible factors like tank size and fish compatibility. A tank that is too small or fish that are incompatible can result in undue aggression.

Fish, like humans knows when another fish is sick, the small fish that is being bulled on probably had some kind of fin rot (not the disease finrot. There is probably some kind of odor coming from the tail that only the fishes can smell, expecially if the other fishes are just biting the tail) I once had a big male guppie that had the same problem, even some of my small guppies had tried to bite it, so i had to return him.

because your larger fish are aggressive... I'm guessing that your larger fish are cichlids or some kind of middle feeder like a bala shark or a tetra... I would suggest removing your smaller fish... your bigger fish will eventually make a meal out of them if you dont.
If you dont want this to happen check with your local petstore or aquarium to find out what kind of fish can co exist or only get "tank-friendly" fish (i.e Guppies, smaller tetras like neons, angels, catfish, plecostomos, platies, mollies, barbs, glass fish, dojos, smaller faux-sharks, tank snails, flame dwarfs, goramies etc.)

What kind of fish are they? They may not be able to be kept in the same tank or maybe the tank is too small for them and it's causing aggression.

The large ones are attacking the small one. You need to separate them. Most likely, if the smaller one is not running hard, it is sick and won't last long. Separate them, or the small one won't be around long.

My fish did this, it is obviously a cannibal. it killed off nearly all of my fish so we had to take it back to the store. i suggest if it kills a fish or looks like it will kill a fish to take it back. Hope this helps!

you need to check with a good pet shop owner about compatibility , some will sell you anything knowing that fish will die and you will come back for more

they are probably fin nippers. do some research and make sure you can keep these fish togethar. some non aggresive fish can not be with other non agressives because of this
