I haven't listed a couple new models such as the Nissan Sentra and Versa and various Volkswagens due to reliability issues in the past, and tiny cars like the Chevrolet Metra due to safety issues, so I will do so here:

Depends on how cheap.

The Honda Fit is the best of the so called "econo-boxes". it starts at about 13k and gets 37 or 38 mpg on the highway.

The link below is for a car and driver article where they compared 7 cheap economy cars and ranked them best to worst. The Honda Fit was the best followed by the Nissan Versa.

get a used honda accord. In good condition. I hear they are cheap and easy on the gas. Get one in good condition.
