I love using older (more stable) versions of Windows, so I'm not gonna laugh and say upgrade your windows.
How droll....
You can buy more memory. That's the easiest fix, but if you are already maxed out on memory, you can upgrade your motherboard. How many Mhz/Ghz is your processor? Even though your Windows is old and stuff 'should' work on it, newer applications demand more from your computer and eventually it'll tax it out (not enough memory errors).
I'm running XP w/ SP2 on a 2 Ghz processor w/ 256MB RAM. I'm getting memory issues and things are running a bit slow at times. Do I need more memory, Oh yeah! But I'm in no big hurry to get it right now.

Not enough physical memory or not enough virtual memory?
In both cases, running Win 98 tells me the machine is old, the ram for it is dirt cheap.
Get yourself a couple of 512 sticks of pc133 or pc 100 ram whichever it is your machine takes and put it on in there.
Virtual memory in Win 98, is limited to 1.5 times the amount of physical ram, so ... you can either let Windows manage it or set it to the max.

Install memory. Cheap and easier than the next step which is replacing the computer.

You can get free, reliable and up to date operating systems. Once installed, you gain access to thousands of free programs provided by the open source community. Try UBUNTU or XUBUNTU if your computer has less than 256MB of RAM.
