Neons are actually not hard at all to breed IF you give them two things. 1. Proper Water 2. Proper diet.

For breeding neons require very soft, very acidic water. pH values should be between 6.0 - 6.2 and hardness below 3KdH Feed them well on a wide variety of flake and frozen or live foods such as bloodworms, daphnia, mosquito larvae and brine shrimp. They will also need lots of fine leafed plants such as cabomba or jave moss in which to scatter the eggs. Breeding usually occurs in the early morning hours just after sunup or right after tank lights are turned on if the room has no windows. The babies should be fed very small live foods such as infusoria, microworms or vinegar eels for the first 2 weeks and gradually increasing the food size as they grow.

All it takes is careful planning and having the foods and water on hand. You can no doubt find much more info at various sites on the web.

Keep them in a breeding tank, with a slightly higher temperature in the morning. This should help with the spawning urge. When you see they have bred, take the fish out, and wait.
