Christy checking the fuses is always a good place to start.another important part of diagnois is knowing what year make and model your vehicle is their are pattern failures on certain vehicles. One of these are intermitted wiper modules on certain G.M. vehicles. But there is no subsitute for a tech that can pinpoint by checking power and ground supplys.Guessing can get exspensive, with the price of parts.

Probably a burned out fuse. Look in the fuse holder under the dash. It could be a fuse under the hood. The ice probably overloaded the circuit and blew the fuse.

It's the fuse. Don't take it to a dealer because they will soak you for it. Ask your Dad to fix it for you.And last but not least scrape the ice off the wind shield with a proper scraping tool and not with the windshield wipers.
