A bill is trying to be passed; teaching salary increase and pushing to start school back. I need to write a speech about this. I AM Soooo CLUELESS! I don't know anything to talk about. I don't know where to look, I don't know anything. Someone please help me.

Ask your teacher for the Bill number and author.
This sounds as if it might be just a State and not a Federal bill. If that is the case then go to your State and click on Legislation. If it is Federal then find out the Bill number and click on to the Library of Congress web site at http://thomas.loc.gov you will find a link that says "Legislation in Current Congress" click Bill number and read the basic content that the Bill says.
Reading will help you decide whether you are 'for' or 'against' then you can determine how you will need to start your talk.
If you are 'for', list all the good things that this Bill will do.
If you are 'against' state why and then list all the bad things about this Bill.

Your question rambles too much to be answered simply, but I'll try to give you and idea or two.
First, How long is the speech? Try to limit youself to around three minutes, no more than five.
Next, use the basic "Tell 'em what you're gonna tell'em, tell'em then tell'em what you told'em" format. In other words, start with an outline of your speech, including your major point(s). Move into your speech, which will include additional information on the points in your introduction as well as evidence to support your position. Avoid opinions and statistics. Be sure to include something that will relate directly to your audience. Nothing new that you didn't cover in your intro.
Finally, summarize, touching on every point you have made,with nothing new. Be brief but complete. Use the "Kiss" formula. In case you arent' familiar with the term, KEEP IT SIMPLE, STUPID!
Another guideline is the LCD format. Talk to the Lowest Common Denominator.
Limitation. Cut this topic down to something that can be stated in three words or less. Tenure. Proficiency Pay. Outside expert teachers.. Got it?

Teaching salary should be increased to encourage more people to become teachers. Teaching is well under paid. We need more schools and no more uniting schools. Most of this uniting is causing students to be on the buses too long. We need ours schools back, for one thing if you had more schools the teachers would have less students and more time to help the students.( I get upset think about the low wages of a teacher)

ok is this state law or government law [not sure of the term] if this is home work then your teacher MUST be able to tell you at what level you are dealing with........then at that point you can look at the bills and go from there............
I think the two things are not linked tho..school salary , and pushing start school back [whats this]

You need to know the bill and can then go from there. When is it due in?
