Have you heard of the non-English speaker who asked a native English speaker what his job was? 'I'm a lumberjack,' 'So what do you do?' 'I cut down trees.' 'And then what do you do?' 'I cut them up.'

That's English for you! A rich and expressive language, but a tangled path for those who are not to the manner born.

It has to do with variances in the definition. To wind up a watch is a literal winding of the spring, but to wind up a project is to finish, be done with something. Usually the term is to 'wind down' a project, as in to finish it.
