It depends how powerful it is. The smaller halogen lamps are fine as they don't give off much heat but the bigger ones give off a lot of heat.

The lamp will probably say on it how far away it should be from things. If it doesn't then make sure the lamp is far enough away from things that they don't start heating up.

Use a L.E.D lamp. They do not get hot like the halogen lamp. And they can be just has bright as the halogen .lamp. And they are a lot safer than a halogen lamp.

Absolutely, as long as you don't turn it on. These things generate a lot of heat, and will cause a fire if a combustable is too close.
