This is a tricky one as there are so many sub genres.
I would say that one of the best horror movies I have ever seen is probably the original (not the Nic Cage version) Wicker Man. I would also recommend things like The Exorcist, The Omen (again the original) and Don't Look Now. These however are more psychological horrors.
If you prefer slasher type stuff then you cannot go wrong with the first Nightmare on Elm Street or something like
Then you have the gore movies. Evil Dead 2 is a classic and I really like stuff like a couple silly 80s movies such as Re-Animator and Chopping Mall. There are also a couple of good Italian ones such as Demons 2.
Some movies are also accepted to be classics:
The Shining
Psycho
Alien
The Fly (both versions)
The Thing
Night of the Living Dead
Dawn of the Dead (original)
Frankenstein
The list is huge but any of them is worth watching. To be honest there have not been a huge amount of great horrors lately. Scream was great and spawned many copies, then you moved onto stuff like The Ring which was a remake of a Korean movie - both versions are good but my preference in this genre is The Grudge.
Lately the stuff I have seen has not inspired me, House of Wax, Hostel etc just seem to be trying to outgore each other and forgetting to put the scare into it. Saw is possibly one exception.
I would personally recommend watching something that is a bit less mainstream and cheaper as more is put into the story and the direction. Something like these:
My Little Eye
28 Days Later
Dog Soldiers

Depends on what KIND of horror you like.
Others have suggested some classic and recent "slasher" pics. There are also some good "monster" and "ghost" movies.
Personally, I'm not into those type of movies. My tastes run more towards the Saw series, which deals in psychological terror in addition to (severe) gore. I didn't like Hostel, but it's a similar idea.
28 Days Later is also quite good, although a little cerebral towards the end. A nice mix of classic zombie, psychological, and "the evil of mankind" horror.

I really like the B-Movie style films like Evil Dead 2 and Re-Animator. Both very gory but not so scary.
The Hitcher is more of a thriller than a horror I would say but it is an amazing movie! Definitely worth checking out and does have some good scares.

Cannibal Holocaust, Cigarette Burns (from the Masters of Horror), Death Trap, Tetsuo, Ju-Won, Dead Alive (classic), Bad Taste, any of the SAW's, any zombie movie.. But you want to know something REALLY scary? Mel Gibson giving a ******* in a commercial in New Zealand in late 80's early 90's commercial.

I'm a huge horror fan, but most movies in this genre are quite hilarious when it comes down to it. I mean honestly... Freddy v.s. Jason!?! LOL
Check out the Saw series for some interesting, modern day freakiness.
--- I would also like to mention that for some HILARIOUS-freakiness... you should watch "Shaun of the Dead". It's sooo worth it! ---

I don't know if you've seen these already, but my favourites are The Exorcist (The Exorcism of Emily Rose is also a good recent horror), Salem's Lot (with David Soul, not the rubbish Rob Lowe version) and Halloween (with Jamie Lee Curtis and Donald Pleasence). Unpleasant dreams...he he he. BOO!
