By using an HTML editor like MSFT Frontpage, or Dreamweaver. There are some free ones out there, but not as great as other retail versions.
Some hosting sites can even guide you through the process like hometown@aol or myspace. These have limited functionality and are riddled with ads.
The best bet is to learn some scripting and get a basic knowledge of HTML/CSS. Did you know you could use windows "notepad" as a raw html editor too?

There's a million and one things you could learn but to create a simple page you only need to know a few basic commands.
The easiest way is to use a program such as Microsoft Front Page which is similar to MS Word - type what you want, add some pictures and save it - a web page.
Once you've got the hang of the basics then you can start experimenting a bit and learning new things. There's a whole host of excellent websites that provide tutorials.

you could learn the language of HTML to start. That's where everyone starts. or you could use a web hosting program. There are a few, some charge, some don't .. but most of them come with templates that you can use. Geocities has templates also. Try the sites below.

First of all you should have knowledgement of HTML.
Then you need a poewrful HTML editor application such as Macromedia Dreamweaver or Forntpage.
When installation had been finished, just run your application and go ahead.
If you run dreamweaver for the first time, you will be asked for creating a site .just create a folder and specify the directory.
Then you will be asked for images directory.
Then you will be entered into design view.
Go ahead.It is so simple
