I've only seen this once... with an Angelfish.
My friend breeds them professionally and he had a "floater" he gently moved it to the "sick tank" he grabbed it gently by the fins and pumped it through the water a few times, getting water through the gills. He let it be for about for a few minutes and did it again. The fish moved a little and eventually recovered somewhat. It lived about 3 weeks longer. Unfortunately, just like with humans, you can't always save a life. Sorry.

Get the water moving and oxygenated. This may help, but maybe not. Try putting a small amount of food right up to the mouth. These are the stimulants that may help for a while, otherwise, sorry.

I'm sorry, but it sounds like you may lose this one. Fish that start floating for any reason are sick and do need to be removed from the general population of fish. The other fish will know that he is ill and start attacking him. Best of luck to you and again I'm sorry.

tap water can actually be worse on the fish... but if it's just floating it will probably die within a day or so. try using water from the tank and separate it from other fish

give him a little time...
i had a fish that did that for a while, but then started moving again fine.
check and see if he has some kind of slime hanging from his fins, this is called "ick" and if he does have it he's a goner. but otherwise, just give him a little time and make sure he eats.

If he is floating , he doesn't have the ability to swim and get oxygen or food , he will fail, just a matter of time.

Floating could be high nitrates and or rancid food. Change food and water.
