A friend gave me a 360 he was going throw it away becuase it wont read a disk. i called the tech line and they said $140 i know thats still cheap to pay for a 360 but im trying to go bargain basement. im pretty knowledgable about electronics I just dont knwo where to go with this one. Is there a site that has repair parts or manuals?

your kind of stuck unless you can find another one that has a different failure but the cd drive works.
commmon issue is they get dusty.
try cleaning /lubricating (gently) the worm gear that moves the laser head.
short of that you are out of luck.

$140 might not be a bad deal for a new Cd drive consider cost of new machine

Call back I had the same problem with my xbox and thats the first quote the gave me, the second time I called they told me that it was a free fix and I shipped it away. You can try a disc cleaner or something like that, but they are fixing mine for free and I dont have a warranty on it.
