I have just bought a 2nd IPod which I would like to use in the same iTunes library as my 1st IPod (using the same ratings, playlists etc). Can this be done?

Me and my husband have 3 iPods between us and only one iTunes library. Nothing has to be done, just plug in your iPod and synch it with your library.

Yes it is possible you just cant take songs off the 1st ipod and have them go to the 2nd ipod if they were taken from a different library

Yes. Just plug it in and give it a different name.

Of course I am assuming you are using a Mac. I am not as sure about a PC.

As far as I can tell you can have 5 different machines registered to itunes to play songs you purchase. I only have 3 (2 computers and 1 ipod). I believe the only problem is that you should not connect you ipod to more than one computer. More than one ipod per computer should be fine.
