Officially NEVER, as China will invade Taiwan if Taiwanese leaders do that. However practically Taiwan has been an independent nation since communist took over mainland China. Should mainland China and Taiwan be unified? That will be like asking if USA should be unified with UK, if Australia should be unified with UK, if Singapore should be unified with Malaysia, if Pakistan should be unified with India, etc

Taiwan *is* independent, by any definition. When will the rest of the world officially recognize this fact? They won't, unless they have no business interests in China. If China attacks Taiwan and the U.S. defends it, then there will be nothing to stop the world from recognizing Taiwan.

Taiwan is independent in a visible sense, but not in a legal sense. China still retains rights to Taiwan. They basically leave Taiwan alone the same way a parent will let their children run around. However, if the child (Taiwan) gets naughty, WHACK!
If Taiwan does push for full Independence, China will instantly seize control of the country legally. I live in Taiwan and I see no problem at all. It is the same as living in Canada. We are controlled by England.

Taiwan is an independent country already. Some people just don't want to face the reality. It will takes sometimes to get international recognition. Freedom is not free.

Good question! I cannot tell you when, or the exact date - I just know that neither the Taiwanese leaders nor the Chinese leaders are not doing enough to solve this problem. To just say it is "already independent" does not help the problem one bit...
