Exfoliate to remove dry, dead skin.
Use moisturizer. It doesn't have to be expensive but you need to use it regularly.
Eat properly so that your body gets the nutrients it needs to rejuvenate your skin. Drink water.
Use more moisturizer.

An AHA (alpha hydroxy acid) product will help with both the roughness and dullness. Alpha Hydrox (available at drugstores, Walmart, etc.) is great and they have a good range to choose from, depending on whether your skin is oily, dry, whatever. It's also reasonably priced, compared to some brands. It will probably take a few days to see a difference. http://www.alphahydrox.com/
You can also use an exfoliating scrub, but get something gentle so you don't irritate the skin and make it look worse.

Exfoliate
A good home-made one is just to add some sugar to your face wash. Then rub in loads of moisturiser in little circles and you should be glowing.
Also i don't know how much you drink but maybe drinking more would help with your dull skin.

I have the same problem! I exfoliate every 3 days, moisturize, drink lots of water and take 3 tablets a day with salmon oil (it will make your skin glow).

Go to your local Health store and buy some pills called mastic gum. Its expensive, like 22.00, but it is awesome stuff for your skin, and the great thing about it, it only takes a few days to start seeing a difference.

Apricot facial scrub (st Ives) It's inexpensive , You can use it all over. Then just use lotion, Try the scrub though ,It's really great! Also Drinking lots of water will work wonders for you completion

u prob need to eat more fresh fruit n veg an ddrink loads more water (4-8 glasses per day)

u will start to notice the difference
