Many of the clothing optional beaches in the U.S. exist because there isn't a federal law barring nudity.
Does that mean that you can walk around naked on the Mall in DC? Are there other laws that apply?

OK, I KNOW that in MOST places it is illegal due to indecent exposure laws. But these are typically because of city ordinances or state laws.
There are certain places - like Baker Beach in San Francisco - where these laws can't be enforced because it is federal land.
Because the Mall is federal land, does the same apply?
