Since you give no background I would say buy a business. Get creative in your financing. I don't know anything but what I have heard about the EPA in CA and your looking at a lot of fines if you don't have all the proper permits from the state EPA and Federal EPA. One spill in a residential area and your going to get fines and bills from everyone. The logical move would be to find a place that is doing everything by the book. Paying for all permits and disposal costs, make sure they are staying within the outlines under SARA for the business.

Plus side to buying is that if you don't know what your doing they can teach you as part of the sale.

Good luck

Good industry, the good news is that there are A LOT of older screen printing businesses that have been around along time, these are ran by the older generation who is dieing off and retiring, some are just mom and pop shops and will need new equipment and such, so you may need to come out of pocket, however you may be able to find a GREAT deal from and older company that is being forced into retirement due to health issues or what not. I would say buy before start buy one with a working customer base.

If you buy, look into all of the finances, debt travels to the new owner. Make sure there are no outstanding notes, etc.. Also, check out the reputation of the business you plan to buy with the better business bureau. Make sure it has a good reputation. Buying an existing business would give you a built in clientele without having to start from zero. You would also have access to suppliers and know their reputation. You would probably be getting more of a discount considering that the business would have been purchasing from them for a while. (Some dealers/suppliers will not deal with new businesses until they have been up and running for a couple of years--to ensure stability.)
