Depends on the office environment. At my office, casual Friday's still means business casual.
The genereal rule of thumb for business attire, especially if you're younger and trendier is: Don't wear anything to the office that you would probably wear on the weekend. You should pretty much have business clothes and outside work clothes.
Obviously you should be able to mix and match pants and shirts, etc., but definitely don't wear fishnets, cleavage-showing tops or really short skirts to the office.
There are still ways of looking youthful at work, though. You can wear fun jewlery, but keep it to a minimum with one piece at a time. Go with bright colors under a suit jacket. Pencil skirts are sexy, but very office-appropiate, too. Shop at stores like H&M for work clothes. They always have a youthful spin on business looks. It's usually the cut of the clothing and pattern that keeps in young and trendy, and that's okay to play around with, as long as skin isn't showing in the wrong places. I'm a 23-year-old professional, and that's where I do most of my work attire shopping. NY & Company has great basics and jewlery also.

I think an outfit of; hooker boots, fishnets, and a tight little micro dress would be entirely inappropriate for the office. Unless you work for me in my office.

an overload of makeup. sweats. anything overly formal. anything too sheer without something under it.
i guess it depends on the situation, in some places a nice pair of trouser-cut jeans would be acceptable with heels and a blazer.
OPEN TOE SHOES! a peep-toe might be ok but sandals of any kind are unacceptable
