If you mean can you send an anniversary card to your partner, someone you live with like a husband and wife but don't have the all important marriage certificate then why not of course you can send it on the date that you got together or the date you moved in together. You can also send anniversary cards to parents, in-laws, brothers, sisters, friends etc.

No, anyone can give anyone an anniversary card. Usually close family or friends do that. I always send an anniversary card to my parents.

No, you can see cards in the shops to be given to couples jointly on anniversaries. They will say things like "you still make a great couple after all these years" . . . etc.

Well when my mum was married she and my step dad gave them to eachother and I gave them one. But alos I think if yuo have grand parents you get them one too because when they have been married quite along time then its something to celebrate and a nice thing to do. But other than that I dont give anniversary cards.

i tend to give anniversary cards to my spouse only as a rule
i do make an exception for 'special' anniversaries - like golden (50th) etc

They make cards for everything now. Nothing is limited in the card industry. I just saw over valentine's day that they had a happy unvalentine's day card.

I think they could be sent by anyone who chooses to do so. If you're happy for the couple and choose to wish them congrats then by all means do so!!!! It's always nice to let someone know you're thinking about them!!!!
