It means they show local forecasts on the 8's of the hour.
Like 4:08, 4:18, 4:28, and so on...

That means that they show your local forcast like at say 1;08, 1;18,1:28, and so on.On the 8's!

Its called local on the 8s cuz it runs every ten minutes on the eights

i dont know if this is right, but i think they call it local on the 8s because they update weather information and announce it every 8 mins.
